Coronavirus Response and Relief Supplemental Appropriations Act: Higher Education Emergency Relief Fund II

Final Report – June 30, 2021

Dean College signed and returned the certification and agreement form and will use the mandated funding or $543,588 to assist our students. Per federal guidelines, we will provide emergency financial aid grants to our students who are U.S. Citizens or Permanent Residents and who were enrolled during the Spring 2021 term for their expenses related to the disruption of campus operations due to the COVID-19 pandemic.

Each institution is given the authority to determine how best to distribute these funds to its students. Dean College had 983 Title IV eligible students enrolled at the time our classes moved off-campus due to the COVID-19 pandemic. On May 19, Dean College sent checks totaling $530,500 to 852 students based on their enrollment, residency status, and their financial need as determined by the Free Application for Federal Student Aid. Amounts are outlined in the tables below.

Higher Education Emergency Relief Fund - HEERF III (ARP)

Quarterly Report – April 10, 2022

The American Rescue Plan (ARP) included additional COVID-19 relief for institutions of higher education. This new COVID stimulus bill included $40 billion, available through September 30, 2023, for higher education institutions and students, using the same Higher Education Emergency Relief Fund (HEERF) model established in the Coronavirus Aid, Relief and Economic Security (CARES) Act.

The Higher Education Emergency Relief Fund III (HEERF III) is authorized by the American Rescue Plan (ARP), Public Law 117-2 which was signed into law on March 11, 2021. ARP funds are in addition to funds authorized by the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA), Public Law 116-260 and the Coronavirus Aid, Recovery, and Economic Security (CARES) Act, Public Law 116-136.

Institutions who received HEERF I grant funds under the CARES Act were not required to submit an application for the HEERF II or HEERF III grant. Dean College received its HEERF III Grant Award Notification on May 13, 2021, and received $1,624,053 under Section 2003(a)(1) of the Act 84-425E Allocation to provide Emergency Financial Grants to students.

At the time of this posting, Dean College awarded emergency grants totaling $549.803 to 817 students. The College has approximately 919 eligible Title IV students that may be eligible to participate in the ARP (a)(1) program.
